This company (part of IBM was the initial driving force behind UML and owns the RUP.       It provides a complete end to end suite of professional development tools. It used to provide a “student” UML tool with a limited modeling ability. (It may still do so).

Telelogic

This company was acquired by IBM in march 2008 so the URL is certain to change sometime. (As of may 2009 it hasn’t) They supply a free UML tool  for personal use and a complete end to end suite of professional development tools.
